Buying private property by negotiation instead of bidding
This section lets the government buy private personal property through direct negotiation when it would otherwise take the property by eminent domain. It applies even if other laws normally require competitive bidding for government purchases. The government can choose to negotiate a price instead of holding a bidding process.

Any law requiring governmental purchase of personal property pursuant to competitive bidding to the contrary notwithstanding, private personal property, sought to be acquired under threat of the exercise of the power of eminent domain, may be acquired through negotiated purchase.
