HRS §103D-1013
Hawaii accounting firms get preference for state contracts
When the state spends public money on accounting services, it must prefer Hawaii accounting businesses. If a bid includes both Hawaii and non-Hawaii firms, the non-Hawaii bid is treated as 20% higher for choosing the lowest price, but only if the Hawaii firm certifies it meets certain local labor and office requirements. This rule does not apply if federal rules require different bidding.
