HRS §103D-305

Small purchases; no splitting purchases to avoid rules

This section sets rules for small government purchases. It says purchases under certain dollar limits must follow simple procedures, and agencies cannot split one project into smaller pieces to avoid the rules. Some construction purchases need performance and payment bonds. Certain purchases must be done through an electronic system.
