HRS §103F-502

How to ask for a second look at a purchasing decision

This section explains how to ask the chief procurement officer to reconsider a decision made by the head of the purchasing agency. You must submit your request within five working days after getting the written decision, and you can only ask to fix a specific failure to follow certain rules or the request for proposal. The chief procurement officer can either keep the original decision or reopen the protest, and that final decision is binding.
