County election costs when no state offices are on the ballot

This section says that when a county election has no state offices on the ballot, the county pays for all election costs. The money comes from funds the county council approves for elections.

All expenses for county elections which do not involve state offices shall be borne by the county and paid out of such appropriations as may be made by the council for election purposes.
