HRS §11-339
Small campaign committees file fewer reports
This section lets small candidate and noncandidate committees file only a final report if their total money received and spent in an election period is $1,000 or less. They must tell the commission early if they plan to stay small. They still must file other reports until their registration ends.
The statute, as written — Candidate committees or noncandidate committees receiving and expending $1,000 or less in an election period
(a) Any provision of law to the contrary notwithstanding, a candidate committee or noncandidate committee whose aggregate contributions and aggregate expenditures for the election period total $1,000 or less, shall electronically file only a final election period report, and need not file a preliminary and final primary report, a preliminary and final general report, or a special election report. (b) By June 30 of an election year, a candidate committee that does not intend to receive contributions and make expenditures that aggregate more than $1,000 in an election period shall notify the commission of its intent in the candidate committee's organizational report. (c) By the fifth calendar day before the due date of the preliminary primary report that is due ten days before the election, a noncandidate committee that does not intend to receive contributions and make expenditures that aggregate more than $1,000 in an election period shall notify the commission of its intent in the noncandidate committee's organizational report. (d) Until the candidate committee's or noncandidate committee's registration is terminated as provided in section 11-326, supplemental reports and other reports required by this part shall be filed.
