HRS §121-36

Who is responsible for military property

This section says that officers in charge of a unit are responsible for the military property issued to their unit. They must answer to the state if that property is lost or damaged, unless it was lost in an unavoidable accident or during actual service. Other militia members with state property are also accountable the same way.
