Who can arrest a military deserter and how
This section lets certain police or other officials quickly arrest someone who has left the state military without permission. The official can hand the person over to the military. If the person is found outside Hawaii, they must be brought back using normal extradition rules.

The statute, as written — Apprehension of deserters
Any civil officer having authority to apprehend alleged offenders under the laws of the United States or this State or of a state, territory, commonwealth, or possession, or the District of Columbia, may summarily apprehend an alleged deserter from the state military forces and deliver the alleged deserter into the custody of the state military forces. If an alleged offender is apprehended outside the State, the alleged offender's return to the State shall be in accordance with normal extradition procedures or reciprocal agreement.
