Military courts are assumed to have authority

This section says that military courts and boards set up under this law are automatically considered to have the power to hear cases. If someone wants to challenge that power, they have the burden of proving the court or board does not have jurisdiction.

The jurisdiction of the military courts and boards established by this chapter shall be presumed and the burden of proof rests on any person seeking to oust those courts or boards of jurisdiction in any action or proceeding.
