State must charge for goods and services
When the State provides transportation, services, or sells goods under this law, it must charge enough to cover its costs. The money collected is set aside for the same purposes. This section sets the basic rule for charging.

Whenever under this chapter any transportation or services are furnished or commodities sold by the State, such charges shall be made and collected therefor as will compensate the State for its expenditures in connection therewith.
