HRS §128E-3

Commission powers and rulemaking

This section gives the commission the power to make rules to carry out the law, including rules about reporting releases. It also lets the commission hire hearing officers to run public hearings and meetings, without following normal hiring rules. People who speak at a rulemaking hearing must get written notice of what the commission decides.
