HRS §142-5

Landing of animals

This section says that bringing an animal to Hawaii for inspection or quarantine is not the same as entering the state, unless the agriculture department says otherwise. The department can quarantine an animal at the owner's cost. Landing a sick domestic animal is illegal, but the department may allow it for quarantine or disposal at the owner's expense.
