Relocation help for people and businesses forced to move

This section says the authority must make rules to help people, families, and businesses forced to move because of government action in the district. The rules can cover things like a relocation office, moving cost payments, and replacement housing or business locations. The authority must also help those displaced by private action, but only with loans for businesses, not direct money payments.
