HRS §206E-7
Community development rules and their effect
The authority makes rules for health, safety, building, planning, zoning, and land use in community development districts. Once a community development plan is adopted, these rules replace any conflicting local rules. The authority can limit development or demolition in the district. Development rights under an approved master plan are protected under the rules that existed when the plan was first approved.
