HRS §206M-4

Special bonds do not waive other laws

This section says that getting special purpose revenue bonds for a project or economic zone does not excuse anyone from following state and local laws. Those laws still apply to construction, operation, maintenance, zoning, permits, and building or health codes, just as if the person paid for the project themselves.
