HRS §209E-3
State department's role in running enterprise zones
The state department runs the enterprise zone program. It sets the minimum standards for which areas qualify, watches how the program works, and keeps checking its success. It also helps counties cut red tape, reports to the governor each year, and enforces its own rules.
