HRS §226-14
State goals for building and maintaining public facilities
This section sets broad goals for planning Hawaii's public facilities like water, transportation, energy, and waste systems. It says the state should coordinate these systems with county plans, be flexible, keep costs reasonable, and look at other ways to pay for them. It also requires the state to find facilities at risk from sea level rise and flooding, and to consider ways to reduce those risks.
