HRS §261E-3

Who is exempt from air carrier rules

This section says the air carrier rules do not apply to two groups: people moving their own goods as part of their main business, and people who only fly passengers for sightseeing or fun, not from one place to another. It also stops a Hawaii air carrier from using these exemptions to get around the rules.
