HRS §268-4
Funding and hiring for the ferry system
This section sets aside $150,000 from state funds to pay for studies and other costs needed to issue bonds and start the ferry system. If bonds are sold, the transportation department must repay the part spent on planning or design. The department can hire contract workers for this work, who are not regular state employees.
