HRS §269-144
Compliance and enforcement
This section says the Public Utilities Commission must check that everyone connected to Hawaii's electric system follows reliability and interconnection rules. It can fine violators after proper notice and a hearing. The Commission must create formal rules for fines, and may let the reliability administrator suggest penalties.
