HRS §29-16

Where federal money goes and who manages it

This section says that federal money given to Hawaii must be put into the state's main account with the finance director. It can only be spent if the legislature approves it, and the state comptroller must sign off on payments. The comptroller can also set up accounting rules to follow federal requirements.
