HRS §304A-112
When the university can hire its research corporation for services
This section lets the University of Hawaii hire its own research corporation to manage and support research and training projects, but only when the university or another state agency cannot do the work better or cheaper. The corporation can buy goods, hire staff, and provide advance funding for these projects. Some state rules about hiring and purchasing do not apply to these contracts.
