HRS §304A-1653
State aquarium admission and user fees
The University of Hawaii's board of regents can charge the public for entering the aquarium and using its facilities or programs. They do not need to follow the usual public notice, hearing, or governor approval steps, but they must set the fees at an open public meeting. The money goes into a special state fund.
