Plan for energy projects before starting them

Before starting any projects allowed by another law, the Hawaii Natural Energy Institute must work with the state's chief energy officer to create a plan. The plan should make sure the projects are prioritized and match the state's energy goals.

Prior to the initiation of any projects or activities authorized by section 304A-2169.1, the Hawaii natural energy institute shall develop a plan of action in coordination with the chief energy officer of the Hawaii state energy office with the intent of promoting effective prioritization and focusing of efforts consistent with the State's energy programs.
