HRS §304A-3005
Research corporation exempt from some state rules
This section gives the research corporation more freedom in hiring and spending money by exempting it from certain state laws. These exemptions cover special fund payments, purchasing and construction contracts, civil service rules, and public employment rules. However, the exemption for construction contracts does not apply when state funds are used and a law requires following the normal rules.
