College credit for prior learning and military experience
This section creates a program at the University of Hawaii and community colleges to give college credit for certain high school, trade school, adult education, or military training, and sometimes work experience. The university must publish rules about which courses count, how many credits, and what grades are needed. Students in degree or certificate programs who meet those rules get the credit.

(a) There is established at the university and the community colleges a college-credit equivalency program. The purpose of this program is to award college credits to students who are enrolled in a degree or certificate program at the university or at a community college and who have successfully completed, at a high school, business school, trade school, adult education school, or military training program, courses that are equivalent to courses offered for credit in the University of Hawaii system. The program shall also award credits for professional experience gained through service in the United States armed forces. Credits may also be awarded for work or other experiences at the discretion of the university. (b) The university shall be responsible for the establishment of policies and procedures to administer the program. In this regard, the university, among other things, shall prepare and make public the following: (1) The list of the high school, business school, trade school, and adult education school courses for which college credits may be earned; (2) The number of credits that may be earned for each course; (3) The minimum standards or grades necessary to earn college credits; and (4) A learning assessment or other criteria to determine college-level learning gained during service in the United States armed forces. (c) All students enrolled in a degree or certificate program at the university or at a community college and who meet the requirements established under subsection (b) shall be eligible and awarded college-credit equivalents.
