HRS §321-213
Who is exempt from tobacco sale rules
This section lists two situations where the tobacco rules do not apply. First, a person under 21 can buy tobacco if a parent agrees and they are helping police or a health department study. Second, a person under 21 can have tobacco while delivering it for their employer.
