Creating a committee to oversee public health facilities

This section sets up an executive committee made up of the leaders of five regional health facility committees. The executive committee picks its own leader, makes its own rules, and represents all regions to the corporation board. Members serve without pay but can get back reasonable expenses. The section stops applying to a region once that region has its own board.
