HRS §338-20.5
Birth certificates for children adopted from other countries
When a child born in another country is adopted in Hawaii, the health department can make a Hawaii birth certificate for the child. The adoptive parents must send in certain papers. The old adoption records are sealed and can only be opened by court order or as allowed by law. The new certificate shows the foreign birth country and says it is not proof of U.S. citizenship.
