Ban on non-degradable plastic rings for drinks and goods

This law stops people from selling drinks, motor oil, or other consumer goods in the state if they are held together by plastic rings that do not break down naturally. It allows some small rings or rings that break when you remove the item. Violators pay a fine for each day they break the rule.
