How the state handles water pollution complaints and hearings

The state's environmental director can take in or start complaints about water pollution, hold hearings, and take legal action to stop or clean up pollution. The director can also appoint special investigators to look into cases and hold hearings.

The director may: (1) Receive or initiate complaints of water pollution, hold hearings in connection with water pollution, and institute legal proceedings in the name of the State for the prevention, control, or abatement of water pollution; and (2) Appoint a master or masters to conduct investigations and hearings.
