Bioconversion programs must cover many sizes and methods

This section says bioconversion programs must include both small and large efforts, from home composting to city-wide programs, and must test different methods that fit Hawaii. It may also look at using compost for landfill cover. It is a short planning rule.

Bioconversion programs shall include: (1) A variety of program sizes ranging from backyard composting by residents and commercial establishments to full-scale municipal programs; and (2) A range of technical approaches that adequately demonstrate the types of techniques most appropriate for Hawaii's environment and waste stream. This may include evaluating the feasibility of using compost or other bioconversion products for landfill cover.
