Felony drug conviction and public benefits

This section says that a federal rule that would block certain benefits for people with felony drug convictions does not apply in Hawaii if the person is following a treatment program or has not refused treatment. It only covers this one narrow rule.

The statute, as written — Temporary assistance for needy families and food stamps for individuals with a felony conviction which has as an element the possession, use, or distribution of a controlled substance

Section 115(a) of Public Law 104-193 shall not apply in Hawaii to persons who are complying with treatment or who have not refused or failed to comply with treatment.
