HRS §353D-1

Why the state supports prison visits

The legislature says that keeping inmates connected to family and community helps them stay out of trouble after release. Better visitor services make visits more frequent and positive, which reduces violence. But prison locations and lack of services currently make visiting hard.

The statute, as written — Findings and purpose

The legislature finds and declares that maintaining an inmate's family and community relationships is an effective correctional technique which reduces recidivism. The legislature further finds that enhancing visitor services increases the frequency and quality of visits, thereby discouraging violent prisoner activity; and that the location of prisons and the lack of services to assist visitors presently impedes visiting.
