When a worker cannot get a court order in a labor dispute

This section says a court will not issue a restraining order or injunction to a person who has not followed the law related to the labor dispute, or who has not tried hard to settle the dispute through negotiation, mediation, or voluntary arbitration.

No restraining order or injunctive relief shall be granted to any complainant who has failed to comply with any obligation imposed by law which is involved in the labor dispute in question, or who has failed to make every reasonable effort to settle the dispute either by negotiation or with the aid of any available governmental machinery of mediation or voluntary arbitration.
