HRS §397-7
Filing complaints and keeping names private
You can file a complaint about a possible hazard with the department. If there are reasonable grounds, they will inspect. The department keeps complainants' and witnesses' names confidential unless they allow release or the attorney general says disclosure is needed for enforcement.
