HRS §39A-285

Project agreement required before selling bonds

The state cannot sell special purpose revenue bonds for a housing project unless it first signs a project agreement. That agreement must make the project party pay enough to cover bond payments, reserves, fees, and state costs, and to keep the housing in good shape. Money the state gets for its own costs goes into the general fund.
