HRS §40-90

When old financial holds become void

This section says when certain money reservations, called encumbrances, expire. Inactive ones expire six months after the fiscal year ends, unless the comptroller sets a shorter time. Contract encumbrances expire after five years, but the comptroller can extend them for good reason.
