Denial of license
If the commissioner decides you don't meet the requirements for a license, you'll get a written denial. You can ask for a hearing, and if the final decision still denies you, you can appeal to court. This section only covers the denial process.

The statute, as written — Denial of license
If the commissioner is not satisfied that an applicant meets all the criteria set forth for approval, the commissioner shall issue a written decision denying the applicant's application. An applicant who is denied approval may request a hearing before the commissioner in accordance with chapter 91. Any final decision of the commissioner denying a license may be appealed to the circuit court as provided in chapter 91.
