As used in this chapter: "Board" means the Hawaii board of optometry. "Director" means the director of commerce and consumer affairs. "Ophthalmic lens" means any spectacle lens that has a spherical, cylindrical, or prismatic power or value and is ground pursuant to a prescription. "Surgery" means any procedure in which human tissue is cut, altered, or otherwise infiltrated by mechanical or laser means.
