County powers are not limited by this part

This section says that the rules in this part do not reduce any powers a county already has under other state laws. Instead, these rules add to those powers. The county council can use these powers at any regular or special meeting.

The statute, as written — Cumulative effect

Neither this part nor anything contained in this part shall be construed as a restriction or limitation upon any power which a county might otherwise have under any law of this State, but shall be construed as cumulative. The authorization granted may be carried out by the county council acting at any regular or special meeting.
