HRS §490:4-106

What it means when a check says payable through or at a bank

This section explains what happens when a check or draft names a bank as "payable through" or "payable at." It says the bank is only a collecting bank, not authorized to pay the check. The check can only be presented for payment through that bank. If a draft names a nonbank payer and it's unclear if a bank is a co-payer or collecting bank, the bank is a collecting bank.
