How arbitrators make decisions as a group

When a case has more than one arbitrator, most of them can make decisions. But all arbitrators must be present at the hearing, as required by another rule.

If there is more than one arbitrator, the powers of an arbitrator shall be exercised by a majority of the arbitrators, but all of them shall conduct the hearing under section 658A-15(c).
