HRS §845-2
Setting up a program to prosecute repeat offenders
This section creates a state program to find and prosecute people who commit crimes over and over. The attorney general runs the program and can give money to counties that set up their own units following the state's rules. The rules for this program do not follow the usual public hearing process.
