HRS §206E-8.5
Developments in special management areas and shoreline setbacks
This section says who reviews development requests in community development districts. If the district has an approved community plan, the lead agency handles them. If not, the county keeps doing it. The lead agency follows county rules and state shoreline rules, and may waive certain permits.
