HRS §304A-1754
Penalty for breaking the residency contract
This section says what happens if a doctor in the residency program breaks their contract. If they break it, they must pay the State $10,000. But it is not a breach if they got a permanent medical license but could not find a job because no vacancy or shortage existed, as certified by the state.
