Getting expert help from using agencies

The chief procurement officer can ask using agencies for expert advice when writing specifications. The officer may also give an agency written permission to create and use its own specifications.

The chief procurement officer shall obtain expert advice and assistance from personnel of using agencies in the development of specifications and may delegate in writing to a using agency the authority to prepare and utilize its own specifications. [L Sp 1993, c 8, pt of §2]
