No loss of existing Native Hawaiian rights

This section says that nothing in this chapter takes away or changes any rights or privileges Native Hawaiian people already have, as long as those rights are not against this chapter. It is a short protection clause.

Nothing contained in this chapter shall diminish, alter, or amend any existing rights or privileges enjoyed by the Native Hawaiian people that are not inconsistent with this chapter.
