Criminal referral
This section lets the elections commission send a complaint to the attorney general or county prosecutor if it thinks someone may have broken the law on purpose or recklessly. This can happen at any time, in addition to any administrative finding. It does not create new rules or penalties.

In addition to an administrative determination that a violation of this part has been committed, the commission may refer the complaint to the attorney general or county prosecutor at any time the commission believes the respondent may have recklessly, knowingly, or intentionally committed a violation.
