Board can make rules to carry out this law

The Board of Agriculture and Biosecurity is allowed to take any actions and create rules needed to put this chapter into effect. These rules become law once they follow the procedures in chapter 91.

The board of agriculture and biosecurity may perform any and all acts and make such rules as may be necessary and proper for the purpose of carrying out this chapter, which upon compliance with chapter 91 shall have the force and effect of law.
